He's wearing a hunting hat, with a coaching cape over an afternoon suit. The period is late Victorian - the book was set in 1889, but published in 1901. An afternoon suit with a short top hat or a derby would have been more acceptable.
The coaching cape was for driving the carriage, not for riding inside.
