They say to have a recent picture as your headshot but my "official" headshot is more than a year old. Can I use this picture and still be professional?

No, that just looks like some Myspace pic! Definitely not okay as a headshot. They would just think you're not taking it seriously. It needs to be professionally taken. Just use your old one for now.
