I'm not sure about the prices and used car market in Canada, but my first reaction is that $7K for a 10 year old car with 128K miles is pretty high. Remember that quite a few things will need maintained or repaired soon.
Other than that, most dealers will negotiate price and you can get loans.
I'd be very careful when dealing with a car dealer like that (Advertising "Credit Rebuilding Programs!" kind of sets off a warning light for me, as do all their insurance plans. I suspect they have a lot of confusing lending arrangements that you'd do better without). You can arrange financing on your own, but I think a lot of places will not want to finance a car that old nor with that many miles, but you can talk to them and see what they think.
