I can suggest another solution to the one above which means you can get a very similar picture straight away. Thats a professional photograph so chances are all rights are reserved (hence they won't give you what you want). What you can do is go to the website creativecommons.org - this website allows people to license pictures and other things and specify how they can be used by other people. Do a search with the keywords "Santa Monica Pier" "Night" "Entrance" - make sure you do the search under the Flickr tab. You'll find someone has taken a very similar picture which might suit your purposes (I just did this myself to check). If you click on the license on this picture you'll see that the very kind person is allowing anyone to use and alter the image - provided it's for non-commercial purposes. I hope this helps.
